I don't really think what you are doing now should really bother anyone since you have shorts on and I doubt it takes over a minute to be done and out of the way. I think some people just like to have something to complain about and it just makes sense to change by a locker. But it also wouldn't bother me at all to just go change in a bathroom either.

in the locker room, the only bench that is there is literally right next to the urinal (i would say the bench might be a foot and a half --if that-- away from the urinal. there is no divider seperating the urinal from the bench not only is that disgusting (think of splatter), but what if I am there, and somebody decides not to use the stall, and whips it out and does their bizness in the urinal right next to where I am standing.
usually, a good locker room has seating that is away from the toilets. and, from what I have heard, the womens locker room is quite spacious.
