In public, yes! Personally, I don't at home just because I don't like talking on the phone and that's my private time to myself.
I do too. Back in the day of home phones, I used to do it all the time. Call people, answer it, whatever. Some buddies of mine have an apartment with phone jacks in the bathroom, which would have been really convenient.
I do at home.
True story: I'm taking a deuce at one of the stores when I was doing merchandising for pepsi. Guy comes in and also takes a seat. His phone rings, he answers it. Not sure how the conversation got to the point, but at one point he explained, "yeah, I'm taking a big crap right now". I tried so hard not to bust out laughing loudly but I'm pretty sure I let out a chortle.
I don't know that it is rude because I doubt anyone knows unless you grunt or something. Just hang up before you flush.
