I haven't looked it up, but I believe Cheers was the highest rated show in the given time frame.
Seinfeld is my personal favorite. I also loved The Cosby Show and Saved By The Bell. I'll add The Wonder Years.
If I had to vote for "the best", it'd be The Simpsons.
