Based on a combination of high school stats and long term potential, the most likely players to win are Jeremy Morgan of IC West and Jok. I would give Morgan the edge because his team is undefeated and ranked #1 in 4A.
The biggest small-school candidates is probably Ricky Williams of Riverside (Oakland). Among players from all classes, Williams is second in the state in scoring and leads the state in rebounding.
Also, the 1A bracket is absolutely stacked this year in basketball. 5 teams are 24-1 or better. The two leading scorers in the state are Williams and Steven Soukup of undefeated Danville. Those teams will likely play in the semifinals.
Edit: Actually, after double-checking Morgan's stats, he doesn't score at near the rate I thought he did. I thought he was up around 18, but he's only around 13. After checking, I think Jok gets the edge for Mr. Basketball, though Williams and a couple other small school guys certainly deserve some votes.

In light of Jok's team losing in the round of 16, I put this together for another board. I thought you guys would be interested as well.
Since 2002, Iowa has signed, or recruited as transfers, the following players from the state of Iowa. After their name, I have included how deep their team went in the state tournament during each player's senior season. This doesn't take into account walk-ons.
2013: Peter Jok, WDM Valley--Led his team to the round of 16, where they lost to to a 4A team that was 17-5 at the time.
2012: Adam Woodbury, SC East--Led his team to the title game, where they lost to a 4A team that was 25-0 at the time.
2011: Josh Oglesby, CR Washington--Led team to round of 8, where they lost to a 4A team that was 23-0 at the time. Jarrod Uthoff, CR Jefferson--Led team to round of 8, where they lost to a 4A team that was 21-2 at the time.
2010: Zach McCabe, SC Heelan--Led team to 3A state title.
2009: Eric May, Dubuque Wahlert--Led team to round of 8, where they lost to a 3A team that was 22-2 at the time. Brennan Cougill, SC Heelan--Led team to 3A state title.
2008: Matt Gatens, IC High--4A State Champs
2005-2007--No signees from Iowa. Seriously, in Alford's last three signing classes, he landed no one from the state of Iowa.
2004: Carlton Reed, Waterloo East--Lost in 4A state title game (record unknown, but probably around 19-7 based on records of teams similarly seeded.) Alex Thompson, Ames--Lost in the round of 16 to 4A team (record unknown but probably right about .500 based on records of teams similarly seeded.)
2003: Mike Henderson, Waterloo East--4A State Champs
2002: Jeff Horner, Mason City--Led his team to the round of 8, where they lost to a 4A team that was 16-7 at the time. Greg Brunner, Charles City--Led his team to the round of 16, where they lost to a 3A team that was 18-5 at the time. Adam Haluska, Carroll, Led his team to the round of 32, where they lost to a 3A team that was 17-5 at the time.
